TITLE: PERMIT COORDINATOR/ PLAN REVIEWER
REPORTS TO: DISTRICT ENGINEER
SUMMARY: This is advanced technical and administrative work in the review, inspection and coordination of permits and plats. The Permit Coordinator is responsible for assisting the District Engineer in the coordination and review of permits and plats, and providing technical assistance in resolving issues with permits and plats. Work is performed with minimal supervision and requires significant independent judgment. This position is heavily customer service-based, therefore it requires an excellent customer service approach with internal and external customers. Work is reviewed through conferences, reports and observation of effectiveness.
DUTIES AND RESPONSIBILITIES:
• Reviews permits for conformance with the District policies and procedures.
• Performs a general review of all permit and plat applications; administrates the routing, tracking and recommendations of approval, or denial, of all permit and plats; Coordinates with District staff, the District Engineer, Landowners, outside consultants, and other governmental agencies as necessary to complete the review process in accordance with District policies.
• Performs detailed reviews of all “in-house” permit applications and recommends approval, or denial, of same to the District Engineer.
• Performs inspections of permitted activities or assigns inspection responsibility to outside consultants as needed.
• Provides technical assistance on permitted projects as requested by the District Engineer.
• Participates in the development of design criteria for improvements to be maintained by the District.
• Enters permit related documentation into the OnBase Records Management System and electronically codes and approves documents in the Records Management System Workflow.
• Meets the general public and answers questions. Receives and responds to public requests for information and receives complaints regarding work activities from the central office; reports action and results to District Engineer.
• Performs other duties as required.
EDUCATION AND EXPERIENCE:
• Superior written and verbal communication skills.
• Ability to read and interpret construction plans and specifications.
• Experience working with and/or within governmental institutions.
• Thorough knowledge of road construction, water and wastewater collection system construction, heavy excavating and drainage system construction.
• Thorough knowledge of applicable construction principles and practices.
• Associate degree or Bachelor’s degree is highly desirable.
• One (1) year experience in Plan Review, and experience in an agency with exposure to permit or licensing functions.
• Experience in construction industry, building department, or customer service in local municipal government is desirable.
• Experience with OnBase software is desirable.
• Must have a valid Driver's License.
• Strong interpersonal skills and the self-discipline to work in a multi-tasking environment and meet given deadlines.
• Familiar with Florida’s Sunshine Law
• Familiar with local Ethics Laws and practices.
PHYSICAL AND SENSORY REQUIREMENTS:
• Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens;
• Ability to speak and hear at normal conversational levels in person and over the telephone;
• Manual dexterity to write legibly and to use calculators, computer terminal, and other general office machines;
• Ability to lift and carry up to approximately twenty-five pounds; and to reach, bend, or crouch to use files and records;
• Ability to walk on uneven and slippery surfaces.
Job Type: Full-time
Salary: $55,000.00 - $75,000.00 per year
